The King and Queen shall inherit their titles. The heir is the eldest child of the king. The legislature, the lawmakers, will be made up of the non-monarch citizens of the capitals of Betelgeuse; the residents of the capitals-city shall choose its leader, the Prime Minister. He and the King will enforce any of these laws which are approved by 50 to 60% of them. As necessary, the Prime Minister may enforce martial law. To dissolve a law, 66% of the legislature is needed. The legislature may also make money and taxes. To make amendments or dissolve this constitution, 75% of the legislature needs to approve of it.

The legislature may not make any law prohibiting the freedoms of expression, religion, peaceful assembly, or petitions, or the ownership of property, or privacy in private property. Taxes should be made only when necessary. If any member of a capital does not wish to be in the legislature, he or she doesn't have to be in it. If one is suspect of breaking a law, he/she is to have a trial: innocent before proven guilty.
